Write acceptance test for "Cannot Uncheck 'Public Project' in Settings"

After saving the project settings form, the public checkbox reverts to being checked.

What notifiers do you have enabled? I've been having a similar problem and have tracked it to being related to notifiers, but haven't been able to pinpoint exactly what is causing it.

- Assigned user cleared.
- State changed from “new” to “open”
- Title changed from “Cannot Uncheck 'Public Project' in Settings” to “Write acceptance test for "Cannot Uncheck 'Public Project' in Settings"”
I think https://github.com/foca/integrity/commit/ce1eb0f12f2594bceaea02dd5cd9afe818ef3248 fixed this, but we need acceptance test before we mark it as resolved.
