Fix base_uri with heroku install

- Either set it to nil in integrity-config.rb so that the url helpers pick-up request.url
- Or tell to set it in the post install message

Made several updates related to the heroku install stuff, including setting :base_uri to nil, and adding a step in the post-install message to edit the :base_uri.
